Canarsie occupies the southeastern corner of Brooklyn, bordering Jamaica Bay. Much of the neighborhood sits in FEMA-designated Flood Zone AE, meaning it faces a significant annual flood risk from storm surge, tidal flooding, and heavy rainfall events. Superstorm Sandy in October 2012 drove storm surge from Jamaica Bay into Canarsie streets and homes, causing extensive damage to the low-lying residential neighborhoods near the shore.
Canarsie homeowners with property in or near the flood zone face particular challenges with insurance claims: separate policies for homeowner's and flood coverage, complex causation questions when both surface flooding and internal water damage occur, and the documentation demands of two separate carriers.

What to inspect and document after flooding

NFIP and homeowner's coverage — two separate claims
If you have a National Flood Insurance Program (NFIP) policy in addition to a standard homeowner's policy, you must file separate claims with each carrier. Flood damage from surface water and storm surge is covered by the NFIP policy; damage from sudden internal water failures may be covered by your homeowner's policy. Keep your documentation organized by cause so that each carrier receives complete, accurate information for the portion of the loss it covers.
Your rights under New York insurance law
Under New York Insurance Regulation 64 (11 NYCRR Part 216), your insurer must acknowledge your claim within 15 business days of receiving notice and must accept or deny the claim within 15 business days of receiving a complete proof of loss. If your claim is denied or you believe the settlement is inadequate, you may file a complaint with the New York Department of Financial Services at dfs.ny.gov.
If you hire a public adjuster, New York Insurance Law § 2108 caps the fee at 12.5% of the settlement for ordinary losses. For losses associated with a state-declared disaster emergency, the cap is 10%. A written contract is required before the public adjuster begins work.
