An advocate for Pennsylvania policyholders

Pennsylvania runs the full seasonal catalog of property loss — winter pipe bursts and ice damage, spring and summer water intrusion, and wind and hail that strip roofs. It is also home ground for UPA, headquartered in Newtown. We represent Pennsylvania property owners across every season of loss — never the carrier.

Storms and losses we see across Pennsylvania

Pennsylvania’s losses come from every direction. The remnants of tropical systems have repeatedly stalled over the state and dumped enough rain to flood basements, streams, and low-lying neighborhoods far from any coast, most notably when the remnants of Hurricane Ida in 2021 pushed record water through the southeast and the Philadelphia suburbs. Winter brings the freeze-and-burst cycle to older housing across the state, and warm-season lines of storms deliver the wind and hail that damage roofs from Pittsburgh to the Poconos.
UPA is licensed to serve policyholders in Pennsylvania. We are a 501(c)(3) non-profit public adjusting firm, and we never take a penny out of a property or business owner's pocket — our fee is covered by the overhead and profit built into the insurance settlement itself.

Why Pennsylvania claims get underpaid

Pennsylvania losses tend to be narrowed on cause and scope. Water claims are frequently recast as long-term seepage, wear and tear, or a maintenance problem to avoid the tear-out and antimicrobial work a real repair requires. Wind and hail roof claims are written down to spot repairs or reduced through heavy depreciation and matching disputes, and basement and flood-adjacent water losses run into the flood-versus-covered-water distinction carriers use to limit payment.
Many Pennsylvania policies distinguish sharply between covered sudden water and excluded surface or ground water, and sewer or drain backup frequently requires its own endorsement. Roof-surfacing provisions that shift older roofs to actual cash value are common, and whether a policy pays actual cash value or replacement cost changes the settlement materially — so knowing which provisions apply before filing matters.

Built for Pennsylvania conditions

Pennsylvania’s housing stock skews old — stone and brick row homes in the cities, twins and older frame homes in the suburbs, and farmhouses across the countryside — and that age produces loss patterns first-pass adjusters under-scope, particularly hidden moisture in plaster and masonry, aging roof systems, and finished basements where water damage spreads well beyond the visible line.

What does UPA charge in Pennsylvania?

There is no out-of-pocket cost. As a Newtown-based 501(c)(3) non-profit public adjusting firm, our fee is covered by the overhead and profit built into the settlement — it never comes out of a property or business owner’s pocket.

My insurer called my water loss wear and tear. Can that change?

Whether a water loss is a covered sudden event or excluded gradual damage depends on the policy language and on how the failure and moisture path are documented, which is the evidence we build before the carrier’s position sets.

You’re based in Pennsylvania — does that help my claim?

Being headquartered here means we know the older building types and the local repair realities firsthand, and we scope losses at what it actually costs to restore them rather than at a fast first estimate.
